Job Introduction

We are looking for highly motivated, adaptable individuals to join the Policy, Strategy and Impact Team at the Regulator of Social Housing (RSH) as Strategy Advisors. We have one permanent position as well as a 12 month fixed-term contract or secondment opportunity.

This is an exciting chance to help ensure that the regulator’s strategies and policies promote a viable, efficient and well-government social housing sector, able to deliver and maintain homes of appropriate quality that meet a range of needs. You will undertake a varied programme of work to support the development and maintenance of the regulator’s strategic direction, assess how effective the regulator’s activities are in meeting its objectives, and ensure that the regulatory framework remains fit for purpose.

About the role:
As a Strategy Advisor, you will understand, analyse and evaluate the short- and long-term impacts of a wide range of policy issues affecting the social housing sector and social housing regulation. This will enable you to inform our policy and strategy development as well as provide expert advice on the regulatory framework to internal and external stakeholders.

Working as part of a team, you will deliver projects and activities within a wider programme of policy, strategy and impact development work, informing the regulatory framework and our approach to regulation so that it remains up to date, delivers the regulator’s objectives and is compliant with statute and other duties.

You will have opportunity to develop strong links across functional teams within RSH and with other key stakeholders to enable the regulator’s objectives to be delivered in a cohesive, collaborative, and joined up way.

About you:
As the successful candidate you will have experience of working in a policy formulation or strategy role in either a housing or regulatory environment. You will have experience of evaluating the impact of the current political context on organisational policies and direction, with an appreciation of the challenges of working in a dynamic and uncertain political landscape.

You will also have strong strategic thinking skills, with the ability to articulate your thinking well and will have experience of working on complex projects. You will also have good research and analytical skills able to draw on complex information from a wide range of sources to reach evidence-based conclusions and make reasoned recommendations.

Location
We operate a hybrid model of working with a mix of office and home working, as well as offering a range of flexible working arrangements.

This role can be based out of any of RSH’s core offices in Manchester, Leeds, Birmingham and Bristol. Our Manchester and Bristol offices will be relocating during 2026/27, however will remain within the city centre. Most roles involve some travel within England between our offices, with some roles also involving onsite visits to social housing providers.

Interviews
Interviews are expected to take place w/c 10th May and will be held via Microsoft Teams. We expect this to be a one stage interview process.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award.
