Job Introduction

We are looking for a Senior Investigation and Enforcement Advisor to join our multi-disciplinary team at the Regulator of Social Housing (RSH).
 
The Investigation & Enforcement team is our dedicated resource leading the resolution of the most serious situations where Registered Providers are failing to meet the outcomes and standards required of being a registered social landlord. It also handles financially stressed situations that occur within the sector, and oversees the interventions and use of enforcement powers to deliver resolution and rescue approaches in line with the delivery of our fundamental objectives. As a dedicated team it is able to provide the agile, intensive resourcing that is required in early stages of many cases to focus on getting to the root of the underlying issues, understanding stakeholders’ positions, and ensuring that early actions and interventions focus on stabilising positions while a resolution strategy is identified.


About the role:

As the Senior Advisor, you will lead on a range of cases, across our standards, taking responsibility for developing the strategy for resolution, dealing directly with a range of stakeholders such as registered providers, advisors and funders and co-ordinating a team to deal with all aspects of a case to drive change within an organisation. You will ensure that steps are taken to put right the failings, protecting tenants and their homes and helping to support the continued supply of funding into the sector. 

You will act as the operational lead managing the most serious cases responsible for leading the cross functional team and also advising and supporting the teams across the organisation on other cases. Supporting the Assistant Director, you will ensure our regulatory, investigatory, enforcement and general powers are used in a proportionate, consistent, transparent and accountable way, so as to be robust and able to withstand potential challenge.

You will be accountable for analysing and evaluating financial and corporate information about registered providers performance and developing, implementing and delivering effective and proportionate strategies to resolve the most serious and complex cases to determine an appropriate regulatory response. You will work with colleagues, including the in-house legal team, to agree the appropriate use of statutory enforcement or intervention powers ensuring they are employed effectively and proportionately so that the RSH's interests are protected in their use.


About you:

As the successful candidate, you should have experience of influencing the management and implementation of change within a regulatory environment and should have sound financial awareness, along with understanding of financial regulation,  financial management and governance.  You will have strong analytical and evaluation skills, with the ability to draw conclusions and exercise sound judgement to reach evidence-based conclusions.

You will have excellent verbal and written communication skills, along with experience of managing relationships at a senior level.  Working knowledge of the strategy, operations and key processes of registered providers, particularly in relation to governance, management and financial control, is also key.

Location

We operate a hybrid model of working with a mix of office and home working, as well as offering a range of flexible working arrangements.

This role can be based out of any of RSH’s core offices in Manchester, Leeds, Birmingham and Bristol. Our Manchester and Bristol offices will be relocating during 2025/26, however will remain within the city centre. Most roles involve some travel within England between our offices, with some roles also involving onsite visits to social housing providers.

Interviews

Interviews are expected to take place w/c 6th October and will be held via Microsoft Teams. We expect this to be a one stage interview process.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award.
