Job Introduction

We are currently looking for a Learning and Development Specialist to join us in a pivotal role to support, design and deliver a range of technical and managerial excellence training. 

The Regulator of Social Housing (RSH) regulates for a viable, efficient, and well governed social housing sector able to deliver quality homes and services for current and future tenants.  We do this by setting standards and carrying out robust regulation, taking appropriate action where needed.

As a result, this is an exciting opportunity to help us shape our training delivery and to ensure that our staff are equipped with the right skills to help take the Regulator forward.


Job Description:
As an experienced training specialist, you will support, design and deliver existing and new training interventions, both in person and virtually.   You will work with subject matter experts to craft training. Delivering this in the most effective way for our operational audiences.  This will include further learning and joint delivery when training in specific technical areas.

You will work to support the development of our managerial excellence programme. Enhancing our management capability across the organisation and delivering interventions that impact positively with a clear indication that learning has been embedded. You will be required to facilitate and support information sharing and work with teams to develop further skills. Supporting our internal experts and develop strong relationships with a range of key stakeholders will also be crucial.    You will be brought up to speed on a variety of modules for you to deliver across the Regulator, ultimately creating a library of learning for existing staff to upskill themselves in. This will include new staff who will need to assimilate into the Regulators ways of working smoothly, including induction, management, digital programmes and technical training.


Responsibilities:
As the successful candidate you will have strong experience of designing, developing and delivering training, along with building strong working relationships to deliver meaningful training interventions and offer learning consultancy when required. Predominantly working with economic and governance audiences, you will be comfortable managing stakeholder expectations in a regulatory environment.  You should have strong communication skills, with the ability to discuss learning at the highest level, presenting complex issues clearly and concisely. A proven track record of designing impactful, modern learning suitable for a hybrid audience at all levels of seniority will be required.

Location
We operate a hybrid model of working with a mix of office and home working, as well as offering a range of flexible working arrangements.

This role can be based out of our RSH’s offices in Manchester or Leeds. Our Manchester office will be relocating during 2025/26, however will remain within the city centre. Most roles involve some travel within England between our offices, with some roles also involving onsite visits to social housing providers.

Interviews
Interviews are expected to take place w/c 6th October and will be held via Microsoft Teams. We expect this to be a one stage interview process.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award.
